I think this rule got changed now. We have to wait for EAD until it is issued. Now we cant go to their office after 90 days for getting EAD

Guys,
I am on L1 .My wife is working for a Indian s/w MNC and was earlier in L1.Once her project got over they sent her to India.She applied for vacation and came here on L2.During visa stamping the officer cancelled her L1 visa in passport.We applied for her EAD in July and are expecting to receive it in a few days.This is the first scenerio.
Secondly, we applied for 485/140/AP/EAD in the second week of Aug 07.No updates yet with regards to cheques/receipt notices etc.
We tried to contact her company's office here to look out for employment based on L2 EAD.But they mentioned that they wanted her to goback and come here again on her company visa.I really cant understand what is that for.
Now the question is
1.Is it safe for her to change to L1again and have visa stamped in India given our situation of GC.If so when.I mean after receipt notices/finger printing etc etc?
2.Any idea of y these companies doesnt employ their own staff who are in EAD.
Any one gone thru any of the above situations.?

My wife and I got married here in the Phil.He wants to file for an immigrant visa.We've been searching on the internet for some info but unfortunately we have some problem with some sites coz we cant get access to it.I also want to know how long it'll take to process an immigrant visa and the fees.

i am waiting for my priority date to become current to file for I-485. But it looks it'll take forever, as evident from May 09 visa bulletin, in which the visa dates are unavailable for EB3 India category. Do you know why dates are retrogressing or stagnant in bulletins after bulletins.
I have another question. My birth certificate is in an Indian language which was issued from the panchayat office where I was born. I want to know if that can be translated to English right here in US for I-485 application. Can somebody else who is not related to me write the translation in English and then get it notarized? If this is the case, then I don't have to go to India or get it done from there from the panchayat office, because this may take a long time. If anyone had tackled issues such as this, please share.

This is my current status
I am on H1 B visa and currently working in the US. My visa expires in July, 2011.
I was sent to the US on a long term onsite assignment from the company I was working in bangalore, India. I am asked to come back to India in June 2010.
What are the implications of me quitting thecurrent job once I go back to India? Is my H1 B visa still valid?
In case if I go back to India and move to a different company, do I have to go through everything starting from filing the H1 petition to get the H1 visa?

Don't know if it will help anybody since i'm a June filer. I didn't file EAD along with AOS in June, but on July 11th i filed EAD with 485 RN. My check got cashed on the 13th and got the receipt# from the back. The case status says they received the application on 12th. I haven't got the Receipt notice yet though. I did write I-765 on the package.

I have a question about a new H1-B application while I-485 is pending. If I-485 is pending and the person is currently working on EAD with expired H1-B, is there a requirement that the person has to leave the country to apply for a new H1-B based on pending I-485? If yes, will it affect the green card process negatively?
My attorney says that as there was a gap in H1 status, one has to leave the country for a new H1 application, even though it is with the same employer.
